Reasons given for the cancellations and

The reason recorded is client request however the only University employees who can cancel a parking charge notice are the Director of Service and the nominated Car Park Patrol Officer. The only justification for cancelling a ticket is that it was either issued in error (an example would be that the driver has a valid permit that wasnt visible to the officer) or the driver can demonstrate that they were misinformed or misdirected.

B) the details of the 12 formal complaints.

Formal complaints summary.

Quantity Complaint type
4 Complaint regarding limited supply of car park spaces and inability to provide spaces for demand.
4 Complaint regarding enforcement of car park conditions when there are not sufficient spaces for demand.
2 Complaint regarding the fee for a parking permit when no spaces are guaranteed.
2 Complaint regarding the process and procedures relating to District Enforcement in managing a parking charge notice following issue.
