By Gary Hammersley: Stoke City manager Tony Pulis has said that football chairmen must shoulder the blame for the poor state of club finances in the game.
Pulis has been talking in the wake of Portsmouth’s appeal against their winding up order.
Pompey have been unable to pay players in recent months and their website was even shut down as their own financial predicament worsened.
Southend United and Cardiff City have also been issued with their own winding up orders.
