Frequently asked questions on RESCO tender documentation

Q. "What is the deadline for tender submission?"

A: Please submit your responses by 15:30 on 28th January, 2010.

Q. "We would like to make a submission for Lot 1 - is this possible in isolation from Lots 2-6?"

A: We will accept submissions for individual Lots. All submissions, for all 6 Lots, will be assessed against the criteria set out in Section 3 of the tender invitation document. RESCO will cover specific technical business activities and clearly all Lot providers will need to have the relevant experience and capability to support this requirement as set out in section 3.

Q. It states that the output would be 1-2 days Business Assist. Please could you clarify hour many hours this would total?

A. An "output day" is 6 hours. Hence a 2 day "Business Assisted" requires 12 hours of support.

Q. Does the 1-2 days Business Assist need to be consecutive intervention, or could it be the total amount of hours support over a given period?

A. The time may be spent over a given period or in one consecutive intervention.

Q. Is it possible to confirm verification evidence requirements for the Business Assisted outputs?

A. West Midlands regional output evidence is available though Advantage West Midlands' website: www.advantagewm.co.uk

Q. It states that the total number of outputs to be collected for the 3 year period is 140. Are these to be split across lots 2-6 or to include lot 1 also?

A. These output will be allocated across Lots 2-6.

Q. This query relates to the Networking and Educations on page 38. It states that the project will undertake at least 11 events within the 3 year duration. Am I correct in thinking that this will all be delivered under lot 1?

A. It is anticipated that events under lot 1 will be either i) larger scale, ii) covering agenda across more than one technical theme in Lots 2-6, or iii) delivered with external partner organisations.

Lots 2-6 providers may also deliver smaller scale workshops and seminars. The number eleven is a minimum number of events required by the funding body Advantage West Midlands.

Q. Section 2 of the Tender Document for the RESCO project outlines the format of tender submissions. The table on page 7 identifies the number of pages to be submitted for each section of the tender. Please can you confirm that for Sections 3, 4, and 5 of the submission the maximum number of pages identified (4,2,2) is per Lot and not for the whole submission.

A. We will make allowance for submissions against multiple Lots. Please keep your responses to an absolute minimum as stated for each LOT submission

Q. Please confirm that you are not looking for a priced quote.
My understanding is that you need a company to describe its approach, experience and ability and then quote day rates.

A. You are correct in your understanding


 

 

About the project

The overall aim of the project is to provide support for businesses seeking to enter the renewable energy sector supply chain. It will do this through a number of mechanisms:

Networking events:

Like-minded companies will be grouped together to enable them to learn from each others experiences and to see if they can work collaboratively to enhance their knowledge of the market and the opportunities open to them. They can access university support for assistance as a group or individually. The grouping also allows us to work with you collectively so that we can tailor specialist support to the group.

Innovation support:

There is potential to undertake small projects with universities in the partnership (Staffordshire, Warwick and Harper Adams) to get answers to more technical issues. Typically these are only very short, i.e. a day or two in length. Longer projects may be possible, either through collaboration or through accessing funding from other schemes (the universities will be able to advise).

Events:

These will be general and more targeted to specific sectors (gearing systems for instance) and different technologies (solar).

International support:

This will be mainly through a collective presence at trade shows, but may also include help in forming international partnerships to facilitate bidding for larger research pots, or generally finding partners for distribution for example. We will be working with UKTI to ensure that the services offered are as comprehensive as possible.

Support and identification of markets and diversification:

We will be working with specialists who will be able to assess your potential to feed in to a variety of markets within the sector.
